A German city's leap into digital governance is already paying off. From faster workflows to fewer errors, SAP S/4HANA is reshaping how public services run—with bigger upgrades still to come.

Villingen-Schwenningen's Digital Transformation Reaches Major Milestone

The digital advancement of municipal processes in Villingen-Schwenningen is a key priority—and has now achieved a significant breakthrough. With the successful rollout of the cutting-edge ERP system SAP S/4HANA at the start of the year, core administrative workflows from the first phase of the project have been implemented.

The new system consolidates previously fragmented applications for the city's Stadtentwässerung (municipal drainage utility) and the Oberer Neckar Wastewater Association, streamlining critical functions such as budget planning, fixed-asset accounting, payment processing, and receivables management. Developed in collaboration with the municipal IT provider Komm.ONE, these two pilot projects were prepared in 2025 and launched successfully in early 2026.

The goal is to modernize and enhance existing business processes through new technologies. Key improvements include an electronic workflow for decentralized management of business partner data (debtors and creditors) and an integrated solution for invoicing. The transition—encompassing upgrades to invoice receipt, supplier and customer relationship management, and automated links to the document management system—delivers lower processing costs, faster response times, and fewer errors. At a time when staffing resources are stretched thin, digitalization relieves specialists of repetitive routine tasks, freeing up capacity for more demanding work.

Mayor Jürgen Roth celebrated the milestone, made possible by cross-departmental collaboration: "By adopting SAP S/4HANA, we are laying a cornerstone for a modern, high-performance administration. This project makes our processes faster, more transparent, and future-proof. I extend my gratitude to all colleagues and our partners at Komm.ONE for their dedication—ultimately, everyone benefits: employees gain better working conditions, and citizens receive even more reliable services."

Digitalization as a Driver of Efficiency The switch to SAP S/4HANA directly boosts efficiency within city government. Early evaluations from the pilot operations reveal sharply reduced processing times for invoicing and payments, faster access to key metrics for financial planning, and fewer manual interface tasks. Standardizing workflows cuts operational costs while improving service quality for residents—whether through quicker responses to inquiries or smoother payment processes.

Building on this initial phase, 2026 and 2027 will see larger-scale implementations for Villingen-Schwenningen's municipal administration and its Technische Dienste (technical services department). The central human resources system is also slated for migration to the new SAP platform in 2026. The overarching aim is a fully integrated, modern IT infrastructure that sustainably enhances administrative work and paves the way for further digital innovation.
