Rising Costs Lead to Higher Fees—Emmendingen Adjusts Charges for Homeless Shelters

On Wednesday, April 28, 2026, the city council is set to vote on a new fee schedule for homeless accommodations. The proposal follows a comprehensive recalculation for the 2026–2028 period, as outlined in the administration's draft. According to the city, both the building stock and associated costs have changed significantly since the last adjustment in 2020.

The updated fees will cover all expenses related to housing, including rent, utilities, water, waste disposal, maintenance, and furnishings. Unlike standard rental agreements, these charges bundle all services into a single rate. The goal is cost-neutral financing, as required by the Municipal Tax Act, without generating profit.

The new rates vary considerably depending on the facility. For example, the "Am Sportfeld" shelter will charge €22 per square meter per month, while "Hebelstraße 1" will set rates at €22.50. At the large facility on Bundesstraße, the monthly cost per person is calculated at around €439.

City officials emphasize that these shelters are intended as temporary solutions, with the long-term aim of reintegrating residents into the regular housing market—though they acknowledge the tight rental market in Emmendingen makes this challenging.

The new fee structure is scheduled to take effect on May 1, 2026.
