Siberian Utility Faces Bankruptcy After First Financial Losses in 2024
A municipal utility in western Siberia is facing bankruptcy after reporting its first financial losses. The Tarskoye Settlement Utility Billing and Technical Center (MUE RTs ZHKh), based in Tarskoye Urban Settlement, now has insolvency proceedings underway. Creditor Omsk Energy Sales Company (OEC LLC) initiated the legal action under Russian bankruptcy law. The utility was founded in September 2018 to manage water intake, treatment, and distribution. In 2024, it recorded revenue of 77.3 million rublesāthe highest in its history. Yet the same year saw losses of around 14.2 million rubles, triggering financial distress.
The bankruptcy petition was filed under Clause 2.1 of Federal Law No. 127-FZ, which governs insolvency proceedings. Since June 2024, the company has been undergoing reorganisation, a process that could strip it of independent legal status. Plans are already in place to merge the troubled utility with *MUE Energiya*, a local heating provider. Official records confirm the utility's details have been entered into the Unified Federal Register of Legal Entity Activity.
The insolvency case will determine whether the utility continues as a standalone entity or merges with MUE Energiya. If the reorganisation proceeds, the water and billing services it provides may transfer to the heating company. No further details have been released about Omsk Energy Sales Company's preparations for the proceedings.
