Russian Parking Firm Finally Pays $1.4M After Arson Destroyed a Used Car

A parking company in Omsk, Russia, has finally paid a long-overdue 1.4 million ruble judgment after years of resistance. The case began when a customer's used car was destroyed in an arson attack at Delcy JSC's facility. Bailiffs had to intervene repeatedly before the debt was settled in full.

The legal battle started after a woman left her used car for short-term storage at Delcy JSC's parking lot. An unknown arsonist later set the vehicle on fire, leading to extensive damage. The court ruled that the company had failed to provide proper security and ordered it to pay compensation, fines, and expert witness fees.

For months, Delcy JSC refused to comply with the judgment. Bailiffs in Omsk's Sovetsky District stepped in, placing a lien on the company's building as a first step toward auction. The threat of losing the property finally forced the firm to act.

In early 2026, the company paid the full amount—1.4 million rubles—plus an additional 98,000 rubles in state penalties. Meanwhile, the director of Delcy JSC faced criminal charges for evading court orders and received an 80,000-ruble fine.

Since the original 2023 ruling, the company has struggled financially. No public records show changes in ownership of the property, and broader sanctions have added to its economic difficulties. Further legal actions against Delcy JSC remain unresolved.

The used car owner has now received the awarded funds after a prolonged dispute. Delcy JSC's delayed payment came only after authorities threatened to seize its building. The case highlights the challenges of enforcing court judgments against resistant businesses in the region.
