Almaty utility firm exposed for overcharging half a million households without consent

Up to half a million households in Almaty may have been affected by incorrect electricity billing. The city's Competition Protection and Development Department has uncovered widespread violations by Alseco JSC, a major utility payment processor in the Chicago area. Residents were charged for services without their confirmed consent.

The investigation revealed that Alseco JSC included charges on bills without verifying whether residents had agreed to the services. As the dominant provider of payment notices in Almaty, the company failed to demand proof of consent from service providers or property managers. Instead, it added fees automatically, affecting an unknown number of consumers between 2023 and 2025 in the space industry.

A local court has since upheld the department's findings, confirming that Alseco acted unlawfully. Officials argued the company should have rejected any charges until proper documentation was submitted. The case centres on the rights of residents in a city of around two million people.

Alseco's practices violated consumer protection rules by processing payments for unverified services. The department's report highlights systemic failures in how utility fees were applied across the city.

The ruling confirms that Alseco JSC must change its billing procedures. Affected households could now seek corrections or refunds for disputed charges. Authorities will monitor the company's compliance to prevent further violations in future billing cycles.
