The annual adjustment is a recalculation of heating charges conducted in the first quarter of each year based on the previous year's actual consumption.

Which Buildings Are Eligible for Recalculation?

The procedure applies to residents of multi-unit apartment buildings fitted with communal heat meters (ODPU). These devices measure the total heat consumed by the building over the year. The property management company records the meter readings monthly and submits them to Yakutskenergosbyt.

How Is the Recalculation Done?

Throughout 2025, residents paid for heating under the "1/12" system—equal monthly installments based on the previous year's (2024) heating costs. At the end of 2025, the actual heat consumption recorded by the communal meters was compared with the total amount paid by residents. Any difference was adjusted according to the established tariff, with the result reflected in the March billing statement.

What Determines the Adjustment Amount?

The recalculation can result in either a refund or an additional charge: - If the building used less heat than billed, the excess is credited back to the resident. - If the winter was harsher than usual or no energy-efficiency measures were implemented, leading to higher consumption, residents will owe the difference.

How to Check the Recalculation?

The adjustment amount will appear in the April payment notice under the line "Communal Heat Meters (ODPU)." - A negative value means the resident has overpaid, and the credit will be applied to future bills. - A positive value indicates an outstanding balance for the actual heat consumed.
