Thermal Energy Service JSC is grappling with severe financial strain as unpaid heating and water bills surpass 1.9 billion rubles. The accumulating debt has sparked thousands of legal claims, sparking concerns about the company's stability.

In 2025, the company faced 8,700 claims demanding payment of 758 million rubles in overdue fees. These cases are part of a larger crisis, with more than 10,000 pending lawsuits and enforcement orders totaling over 1 billion rubles.

Customers grappling with payments can still negotiate restructuring agreements or set up manageable payment plans. However, those with arrears exceeding three months risk harsh recovery measures. These include court-imposed penalties, frozen bank accounts, asset seizures, and even travel restrictions.

The growing debt burden threatens the company's operations, though specific impacts on heating supply in extreme-climate regions remain unclear without further data.
