The Cannabis Act, introduced on April 1, 2024, legalized private home cultivation and collective cultivation in non-commercial associations. Since then, several cannabis social clubs have opened in Saxony-Anhalt. By the end of 2024, 16 applications for collective cultivation and distribution were received by the Consumer Protection Agency, with half of them approved under strict legal compliance.
The authority in Saxony-Anhalt has been diligent in ensuring these clubs adhere to legal regulations for communal cannabis cultivation and distribution, serving non-commercial purposes. However, ministers from Saxony-Anhalt, Saxony, and Thuringia have reported increased societal challenges, including rising cannabis consumption and ongoing criminal activities related to cannabis. They have noted that the law has not yet curbed crime or reduced the illegal cannabis trade, leading to calls for legislative revision.
