Russia's Arctic mortgage boom fuels 200,000 subsidized home loans

Russia's Arctic mortgage boom fuels 200,000 subsidized home loans

Russia's Far Eastern and Arctic Mortgage Program has seen strong demand since its launch. Over 195,000 families have now secured subsidised loans through the scheme. The total value of issued mortgages has climbed to 975.8 billion rubles.

The program's highest uptake has been in Primorsky Krai, where 46,400 mortgages were approved. The Republic of Sakha (Yakutia) follows closely with 33,400 approved loans, while Khabarovsk Krai ranks third at 25,000. An additional 23,500 subsidised mortgages were granted specifically in the Arctic zone.

In total, the Far East region alone accounts for 171,700 approved mortgages under the initiative.

By 2026, the government had expanded similar subsidy schemes beyond the Far East and Arctic. Around 15 to 20 new regions now offer comparable programs, including parts of Siberia (Krasnoyarsk, Irkutsk), the Urals (Sverdlovsk, Tyumen), and select Central Russian areas. The exact number of participating regions continues to adjust as the initiative develops.

The Far Eastern and Arctic Mortgage Program has already supported nearly 200,000 households. With the scheme now extending to more regions, access to subsidised home loans is widening. The total lending under the program has reached nearly one trillion rubles.
