Russian Ex-Deputy Mayor Sentenced to 19 Years for Massive Corruption Scandal
Konstantin Knis, a former deputy mayor and major general, has been found guilty of abuse of office and accepting a large bribe. A Russian military court sentenced him to 19 years in prison after a lengthy investigation uncovered multiple instances of corruption.
The case centred on charges under Article 285 and Article 290 of Russia's Criminal Code, involving misuse of power and serious bribery. Knis has consistently denied all allegations and refused to pay compensation for the damages caused.
The trial revealed that Knis had exploited his position for personal gain on several occasions. Investigators found he used an official patrol boat for private leisure trips with friends, costing taxpayers 2.5 million rubles. Additionally, he arranged for a billiard table worth over 500,000 rubles to be moved from a state-owned guesthouse to his cottage.
A key part of the case involved a metal fence and gates, valued at 855,000 rubles, which prosecutors claimed were given to Knis as a bribe. Further evidence showed he had ordered custom furniture—including a bedroom set, a cannon-shaped urn, chests of drawers, a sofa, and a coffee table—from a penal colony's workshop for his own home. All these items were later seized by authorities. The investigation was thorough, spanning 16 volumes of case files. Over 60 witnesses were questioned, call records analysed, and forensic examinations carried out. As a result, Knis' assets, totalling 39 million rubles, were frozen during the proceedings. Had he been convicted under standard sentencing guidelines, Knis could have faced seven to twelve years in prison. However, the court ultimately imposed a harsher penalty of 19 years following the verdict on 15 November 2024.
The ruling marks the end of a high-profile corruption case that exposed systemic abuse of power. Knis' assets remain frozen, and he has not provided any restitution for the financial harm caused. The sentence reflects the severity of the charges, which included both large-scale bribery and repeated misuse of public resources.
