Russia streamlines social benefits with new digital payment rules

A new regulation will simplify how Russians receive social benefits. From 1 June, people can submit their bank details through the state services portal. The change aims to speed up payments by sharing account information automatically with relevant agencies.

The update was announced in the Parliamentary Gazette and applies to all federal regions. Starting 1 June, social benefit recipients can enter their bank details into the Unified State Information System for Social Services (EGISSO). This can be done via the government services portal. Once consent is given, the system will forward the information to the agencies responsible for payments.

If a transfer fails, the organisation handling the support will notify the user through EGISSO. The portal will also confirm when details have been successfully processed. All transaction records must be sent to the state services portal by the next working day.

No official data exists on how many regions used this banking data system before the new rule took effect. The regulation now standardises the process across Russia. The system will reduce delays by automating data sharing between banks and social service providers. Recipients will receive alerts if payments encounter issues. The change applies to all federal regions from the start of June.
