Omsk's Architects' Boulevard finally opens after delays and budget overruns
The long-awaited reconstruction of Architects' Boulevard in Omsk has finally reached completion. Originally set to finish by December 31, 2025, the project faced delays and was officially handed over a month later. The upgraded road now features a six-lane highway stretching roughly four kilometres.
Work on the project began after the contract was signed on November 26, 2022. The plans included preparing detailed design documents, carrying out engineering surveys, and rebuilding the road with a 105-centimetre-thick pavement. A trolleybus contact network was also installed as part of the upgrades.
Despite the initial budget of 1.8 billion rubles, costs eventually climbed to 2.69 billion rubles. The contractor, Stroytrust LLC, received eight fines during construction, totalling 27.6 million rubles. Most of these penaltiesā25.6 million rublesāwere for delays, while 2.4 million rubles came from unmet contractual obligations.
The road was officially opened on July 31, 2025, but the final handover to Omsk's city administration did not occur until January 31, 2026. As of February 2026, no public reports or investigations have provided clear reasons for the penalties imposed on the contractor.
The completed project now delivers a modern six-lane highway along Architects' Boulevard. While the road opened to traffic last summer, the official transfer to city authorities took place in late January. The final cost rose significantly, and fines were issued, though detailed explanations for the penalties remain undisclosed.
