Ohio has moved a step closer to launching its recreational cannabis market. On May 13, 2024, the state’s Joint Committee on Agency Rule Review (JCARR) approved eleven new rules submitted by the Division of Cannabis Control (DCC). These rules will govern how businesses can operate in both the medical and adult-use cannabis sectors.
The first licenses to be issued will go to existing medical cannabis operators. Two types of permits—'dual-use' and '10(B)'—will be available. Dual-use licenses will allow currently licensed medical cultivators, processors, testing labs, and dispensaries to expand into adult-use cannabis. This means they can grow, process, test, and sell both medical and recreational products under one facility.
The approval of these rules marks a key stage in Ohio’s transition to a regulated recreational cannabis market. Existing medical operators will be the first to receive licenses, allowing them to serve both patient and adult-use customers. The timeline for applications and approvals has now been set, with the DCC working to meet its deadlines.
