Numaligarh Refinery Limited (NRL) has been granted the prestigious 'Navratna' status by the central government. The upgrade from 'Miniratna' recognises the company’s rapid growth and strategic importance in India’s energy sector. Union Minister for Petroleum and Natural Gas Hardeep Singh Puri officially announced the elevation on Monday.
NRL operates a 3 million metric tonnes per annum (MMTPA) petroleum refinery in Golaghat district, Assam. Its expansion projects, including the Numaligarh Refinery Expansion Project (NREP) and the Assam Bio Refinery Private Limited (ABEPL) bamboo-based 2G bioethanol plant, played a key role in securing the upgraded status.
The company’s ownership is split among three main stakeholders. Oil India Ltd holds the majority share with 69.63%, while the Government of Assam owns 26%. Engineers India Ltd retains a smaller stake of 4.37%.
Assam Chief Minister Himanta Biswa Sarma expressed gratitude to Prime Minister Narendra Modi and Minister Puri for the decision. With this elevation, NRL becomes the 27th Central Public Sector Enterprise (CPSE) to achieve 'Navratna' status.
The new status grants NRL greater financial and operational autonomy. It also strengthens the refinery’s ability to undertake larger projects and expand its role in India’s energy infrastructure. The move is expected to boost economic activity in Assam and support the region’s industrial growth.
