Nizhny Novgorod Region defies 2009 budget crisis with surprising resilience
The Nizhny Novgorod Region managed its 2009 budget more effectively than expected. By November, revenue reached 66.7 billion rubles, outperforming forecasts from both the Volga Federal District and national projections. Despite economic challenges, the region avoided a full financial shortfall.
The regionâs budget faced difficulties throughout the year. Corporate income tax revenues dropped but still brought in half of the previous yearâs total. This partial recovery helped stabilise overall income.
By November, total expenditures amounted to 74.6 billion rubles. The deficit stood at 7.9 billion rublesâfar below the full-year estimate of 14.7 billion. However, government debt nearly doubled, climbing to 14.6 billion rubles. No specific official was publicly named as overseeing the budget before Vladimir Ivanov took charge as government head. His appointment followed a period of financial strain, though the regionâs performance remained stronger than anticipated.
The Nizhny Novgorod Region ended 2009 with a smaller deficit than predicted. Revenue and spending figures showed resilience, even as debt levels rose. The results suggest careful budget management during a difficult economic period.
