Narayanganj Development Authority to Transform Urban Growth and Protect Water Resources

The government has announced plans to establish the Narayanganj Development Authority. This new body will oversee the transformation of Narayanganj and its surrounding areas into a modern, well-organised city. The move aims to curb unplanned growth and improve living standards for residents.

The authority will hold broad powers to shape urban development. It can create master plans, buy or lease land, and impose taxes and development fees. All land use must follow the approved master plan, ensuring structured growth.

Strict rules will protect green spaces and water bodies. Any changes to playgrounds, parks, gardens, or natural reservoirs must comply with the Playgrounds, Open Spaces, Gardens and Natural Reservoirs Conservation Act, 2000. Unauthorised excavation of artificial water bodies or filling of low-lying areas will face harsh penalties, including fines and imprisonment. The authority will also enforce regulations on water flow. Blocking rivers, canals, ponds, or wetlands without permission is banned. Violations of the master plan may result in up to one year in prison, a fine of Tk 10 lakh, or both. The Narayanganj Development Authority will include a chairman and four full-time members, supported by five sector representatives. The deputy commissioner of Narayanganj district has been appointed as the first chairperson, serving an initial three-year term with the option for one renewal. The authority’s goals include preventing unplanned urbanisation, maintaining ecological balance, and boosting IT and tourism industries.

The new authority will focus on sustainable urban planning and disaster-resilient management. Its enforcement powers aim to protect natural resources while improving infrastructure and quality of life. The government expects the changes to create a more organised and livable city for Narayanganj residents.
