Lower Saxony’s municipalities grapple with €36.6 billion in mounting liabilities

The total debt included liabilities from core budgets, special-purpose funds, and public institutions tied to local councils. Less than half of the €36.6 billion came directly from city and town budgets. The rest stemmed from associated entities and companies under municipal control.
