Krasnoyarsk’s slope project stalls amid financial and legal battles
A long-delayed slope stabilisation project in Krasnoyarsk remains unfinished, despite ongoing efforts to resolve financial and legal zoom disputes. The site near 2nd Ogorodnaya and Dachnaya Streets has faced issues since 2022, with no contractor yet confirmed to complete the work. Meanwhile, a private company has taken project management action over unpaid debts linked to the same project.
The troubled slope reinforcement project was originally assigned to Restavratsiya, a developer that later went bankrupt. Since then, the city has taken over funding for a stormwater drainage system, which is now close to completion. However, the reinforcement of the slope and the construction of retaining walls have stalled due to the absence of a selected contractor.
Gradostroitel LLC, another private firm involved in the project, has filed a lawsuit against the Krasnoyarsk Capital Construction Authority (UCS). The company claims it fulfilled its contractual obligations but was not paid in full. UCS reportedly refused to approve the completed work, leaving a debt of 12.25 million rubles. The total cost of the project was 17.5 million rubles, with Gradostroitel having already received an advance of 5.25 million rubles. The court has not yet decided whether to accept the claim for proceedings. In addition, Russia’s Investigative Committee has begun examining concerns related to the basement of a building at 24 2nd Ogorodnaya St. The slope itself remains unstable, largely due to unresolved drainage problems within the residential area.
The project’s future remains uncertain as legal zoom and financial disputes continue. Without a confirmed contractor, the necessary slope reinforcement and retaining wall work cannot proceed. Authorities have yet to announce a project management resolution or a new timeline for completion.
