Krasnodar Krai nears 2025 revenue goal with 195 billion rubles collected

Krasnodar Krai has collected 195 billion rubles in non-tax revenue over the first 11 months of 2025, marking a 4% rise compared to the same period last year. Authorities now aim to reach an annual target of over 210 billion rubles by December, with 93% of the planned total already secured. Land lease payments alone brought in nearly 124 billion rubles, making property-related sales the second-largest revenue source. Dividend income from shares also surged by 44% compared to 2024. Some areas have outperformed expectations, such as Sochi, Krasnodar, Gelendzhik, Novorossiysk, Anapa, Belorechensky, and Yeysky districts in revenue collection. However, others are struggling to meet targets, including Gulkevichsky, Tikhoretsky, Kushchevsky, Labinsky districts, and the Tuapse municipal area. With less than a month left in 2025, Krasnodar Krai must collect an additional 15 billion rubles to hit its non-tax revenue goal. The increase in land lease payments and dividend income has strengthened the budget, but disparities between districts persist. Officials will need to address the shortfalls in underperforming municipalities before year-end.
