Kazakhstan hospital probe reveals $16M embezzled in fake repairs

An investigation into hospital repairs in the Zhambyl region has uncovered the misuse of public funds. The probe found that over 16 million tenge was paid for fictitious construction work during renovations at the Talas District Central Multidisciplinary General Hospital. Authorities have now taken action against those responsible.

The case began when the prosecutor's office reviewed the major overhaul of the hospital. They discovered that invoices for work that was never carried out had been approved. As a result, the contractor received more than 16 million tenge in unjustified payments.

The prosecutor's office pushed for administrative penalties against the design supervision and technical oversight teams. Both groups were fined 400 monthly calculation indices (MCI) each for violating regulations in expert assessments and engineering services. The contractor, however, completed all outstanding work after the review.

Meanwhile, the Zhambyl Regional Department of State Architectural and Construction Oversight refused to acknowledge any wrongdoing. Despite the prosecutor's order, the department found no violations and was later fined 100 MCI under Article 666 of the Administrative Code.

As of February 2026, no public details have emerged about specific improvements or repairs at the hospital following the investigation.

The investigation has led to fines for oversight teams and the regional department. The contractor fulfilled the remaining work, but the hospital's condition remains unclear. No further updates on repairs or misuse of funds have been released.
