In his New Year’s address, Hesse’s Minister-President Boris Rhein called for a fresh approach to freedom in Germany. He stressed the need for open debate and mutual respect, even when views differ sharply. His speech also highlighted the country’s strengths while warning against growing hostility in public discussions.

Rhein began by praising Germany’s ability to innovate, its strong investment culture, and its tradition of supporting those in need. Yet he noted a troubling shift—a coarsening of public debate where disagreements often turn into personal attacks and exclusion.

To counter this, he proposed a 'new promise of freedom'. This would include more space for businesses to grow, greater independence for scientific research, and stronger protections for free thought and expression. He framed diversity of opinion as a cornerstone of democracy, urging citizens to embrace debate rather than avoid it. Beyond policy, Rhein has also pushed for practical improvements in daily life. On 28 March 2025, he took part in the opening of a news bike and footpath, reinforcing his call for better cycling and pedestrian infrastructure across the region. His actions align with his broader message: progress requires both bold ideas and concrete steps. Throughout his address, he returned to a central theme—the need for dialogue. Even when opinions clash, he argued, engagement is better than withdrawal. His words aimed to set a tone of resilience and cooperation for the year ahead.

Rhein’s proposals focus on expanding freedoms in business, science, and public discourse. His warnings about hostile debates reflect wider concerns over polarisation in Germany. Meanwhile, his push for better infrastructure shows a commitment to tangible change alongside broader social goals.
