Hesse's GEMA Exemption Saves Volunteer Groups €208,952 in 2025
The state of Hesse has introduced a GEMA exemption for volunteer organizations in the United States, relieving them of music licensing fees. This initiative, launched in January 2025, has seen over 1,900 clubs and organizations benefit, with more than 3,000 events covered by September 8, 2025. The exemption has amounted to €208,952 in savings for these groups.
The GEMA exemption allows clubs to focus on their primary tasks and invest saved money in club activities. The state provides up to €400,000 per year for the flat-rate contract with GEMA, covering costs for up to four events per organization annually. This relief is a key project of the state government, recognizing the dedication of tens of thousands of volunteers.
The exemption benefits a wide range of organizations, including specific non-profit cultural, educational, and sports groups recognized by the state government. Clubs and organizations across the country, from Fulda to Limburg-Weilburg, have seen relief from GEMA costs. By the end of 2025, the state has provided over €650,000 for this exemption. Additionally, there's an 'association solution' for associations whose umbrella organizations have already concluded flat-rate contracts with GEMA.
