Greece Overhauls EU Farm Subsidies in Major 2026 Reform Plan

A new bill from the National Economy and Finance Ministry proposes major changes to how agricultural subsidies are managed in Greece. The draft law aims to transfer oversight of EU funds from OPEKEPE to AADE, starting in 2026. Officials say the move will improve transparency and align with European Commission recommendations.

The bill suggests dissolving OPEKEPE, the current agency handling EU agricultural subsidies, and placing its duties under AADE. This shift is scheduled for January 1, 2026. Theodoros Kapinos, OPEKEPE’s current head, will take charge of AADE in January 2024, ensuring continuity in leadership.

If approved, the law will centralise agricultural subsidy management under AADE by 2026. The changes seek to strengthen oversight and recover misallocated funds. Public consultation remains open until early December, with a vote expected before the end of the year.
