Germany’s New Policy Brief Charts Path for EU Building Transition

A new policy brief has been released to guide Germany’s adoption of the EU’s Energy Performance of Buildings Directive (EPBD). The Gebäudewende-Bündnis (Building Transition Alliance) published its 2025 Policy Brief, offering recommendations for turning the directive into national law. The alliance, coordinated by the Deutsche Energie-Agentur (dena), sees this as a key moment for economic growth and climate progress.

The 2025 Policy Brief examines the current state of EU building policies and provides clear steps for implementing the EPBD. Among the member organisations contributing to the report is the Zentralverband des Deutschen Baugewerbes (ZVEH), representing Germany’s construction industry. The alliance argues that the EU’s building transition could bring significant benefits, particularly during a period of economic stagnation.

The recommendations aim to help Germany meet its climate obligations under the EPBD. By adopting the proposed measures, the country could strengthen its building sector while cutting emissions. The policy brief now serves as a roadmap for lawmakers and industry leaders moving forward.
