The move comes during the Christmas holidays, a period when online gambling activity typically rises. Many of these unlicensed sites appear legitimate but use deceptive tactics to attract German-speaking users.
Illegal gambling operators often mimic licensed platforms by using search engine optimisation (SEO) and affiliate marketing. Some even employ 'cloaking'—showing compliant content to regulators while redirecting real users to gambling pages. These sites frequently lack proper German licensing from authorities like the Regierungspräsidium Darmstadt or Glücksspielkollegium.
Common warning signs include foreign domain names (such as .com), missing player-protection tools, and 'no-limits' promotions. Unlike regulated sites, they accept cryptocurrency payments and offer no recourse to German authorities in disputes. Many also bypass rules like the 5-second spin delay or stake limits required under German law. The GGL’s guide highlights that legal operators must comply with strict measures, including deposit caps (LUGAS) and a national self-exclusion system (OASIS) with a 24-hour 'panic button'. The regulator aims to improve 'channelization', steering more players toward the safer, regulated market and away from unlicensed offshore providers.
