Germany Unveils 10-Year Plan to Reverse Declining Student Performance

Germany's education ministers have agreed on a new roadmap to tackle declining student performance. The plan, adopted by the Standing Conference of the Ministers of Education and Cultural Affairs (KMK), sets out seven key areas for improvement. Its goal is to reverse the downward trend in competencies within the next ten years. The roadmap begins with three immediate priorities. First, it focuses on governance by using data to drive quality improvements. Second, it targets students' learning prerequisites, especially in socio-emotional development. Third, it aims to strengthen leadership across the education system.

The remaining four areas will be developed through collaboration between federal states. Language education forms the fourth priority, while the fifth ensures high-quality teaching materials. Teacher training is the sixth focus, and the seventh area supports educational research. The overall aim is clear: reduce the number of students falling below minimum and standard benchmarks. However, it remains unclear how many states have set binding targets for subjects like mathematics or natural sciences.

The KMK's roadmap outlines a structured approach to improving education over the next decade. By addressing governance, learning conditions, and teaching quality, it seeks measurable progress. Success will depend on consistent implementation across all federal states.
