Germany tightens payment rules to boost transparency from April 2023

New payment rules in Germany will take effect on 1 April 2023, requiring more detailed information for certain transactions. The changes aim to improve transparency, particularly for payments linked to taxes, fees, or business activities.

The updated requirements will not affect everyday transfers between friends or family members. Under the new system, payment forms must include additional details. These now cover the recipient's full name, the payer's status, a clear purpose for the transaction, and the identity of the 'actual payer'. Banks will have the authority to request further proof if funds appear undeclared, especially for service-related payments.

Transactions into the budget system—such as taxes, insurance contributions, or official fees—will face stricter checks. Incomplete or incorrect details could lead to delays or requests for clarification. However, routine card-to-card transfers and personal payments, like sending money to friends or covering household expenses, remain unaffected.

Banks will also monitor recurring payments that resemble business activity or service fees. The rules do not introduce new enforcement bodies, nor do they mention future changes beyond April 2023. Current guidance focuses only on general payment conditions for sectors like gambling or rental platforms, without specifying broader regulatory updates. The updated requirements begin on 1 April 2023, applying to specific types of transactions. Banks will verify details more closely, but personal transfers will continue as before. The changes focus on improving clarity for business-related and official payments.
