Excise rules in Delhi tweaked: Key changes announced for industrial alcohol and sacramental wine
A new revision to Rule 20 will allow the Bishop of Delhi to purchase or import duty-free sacramental wine. The updated rule sets an annual limit of 4,000 litres for such transactions. These changes will come into force once published in the official gazette.
The revised rule permits the Bishop of Delhi to source sacramental wine from any authorised distillery in India. Approval from the Excise Commissioner remains mandatory for all purchases. This wine, known as Sakramentwein, is used in Christian Eucharist ceremonies, symbolising the blood of Christ in Catholic and Orthodox traditions.
The amendment also adjusts the maximum quantity of special denatured spirit for industrial use. Form P-6 now caps the total authorised possession for permit holders at 15,000 kilolitres at any time. This limit applies to all special denatured spirit sold under the updated regulations.
The changes will officially take effect after their publication in the gazette. The Bishop of Delhi can then proceed with duty-free purchases of sacramental wine within the new 4,000-litre annual limit. Meanwhile, industrial users must comply with the 15,000-kilolitre cap on special denatured spirit.
