Europe’s Lotteries Debate Their Future Amid Rising Gambling Trends

The Lotteries in Europe Colloquium, held under the Belgian Presidency of the Council of the EU, brought together experts and stakeholders to discuss the role of lotteries in society and culture. The event, organized by The National Lottery and the European Lotteries (EL) and attended by Her Royal Highness Princess Claire of Belgium, explored the impact of lotteries in the face of modern gambling trends.

The colloquium, held on April 18-19, 2023, at the Royal Library of Belgium in Brussels, featured presentations from EL members, including Veikkaus, showcasing the direct impact of lotteries on society. Experts such as Jeroen Puttervils, Malcolm Fleming, and Koen Lenaert delved into the history, social impact, and legal nuances of lotteries.

European Lotteries' president Romana Girandon spoke about adapting lotteries to the digital landscape and their €22 billion ($23 billion) contribution to public good in 2022. She recognized the societal role of lotteries in Europe and spoke after the EU Sport Forum. The event also discussed Belgium's upcoming stricter gambling rules to combat online addiction, set to take effect in September 2023.

The Lotteries in Europe Colloquium highlighted the importance of preserving lotteries for cultural heritage and society, with case studies demonstrating their impact on communities. Despite the rise of modern gambling trends, lotteries continue to play a significant role in funding public goods and supporting communities.
