Electronic monitoring, a tool employed in Latvia since 2015, is revolutionizing the reintegration process for convicted individuals. Jana Mituza, Head of the Supervision and Community Service Department of the VPD, views it as a crucial balance between public safety and rehabilitation.

As of July 1, 2015, electronic monitoring has been applied to 599 individuals in Latvia. The system, imposed by courts for durations ranging from one to twelve months, enables convicted persons to return to society more swiftly. It is utilized for those conditionally released early from prison, meeting specific criteria.

The discussion shared personal stories about serving sentences with electronic monitoring. One former client emphasized the strongest incentive for change and integration: the opportunity to be with loved ones. This perspective reflects the success of the program, with 96% of cases completed successfully. It has aided the majority of individuals in integrating into society, returning to work, and reuniting with their families.

Electronic monitoring, an intensive control measure restricting convicted persons' free movement, has demonstrated effectiveness in Latvia. It balances public safety with reintegration, providing an opportunity for convicted individuals to return to society more quickly and successfully.
