Six pilot towns proved it could work. Now, a bold €115,000 plan aims to weave a safety net of local care for every village in the district. Can rural solidarity redefine aging in place?

Breisgau-Hochschwarzwald expands its pioneering network of caring communities region-wide

Breisgau-Hochschwarzwald District is pushing ahead with plans to create a district-wide network of 'caring communities'. The initiative, titled From Model Communities to a District-Wide Network of Caring Communities, will build on the success of six pilot municipalities. Authorities now aim to extend support for older and care-dependent residents across all 50 municipalities in the region.

The project's next phase will run from May 1, 2026, to April 30, 2028. Its focus is on helping local councils set up participation and coordination structures. The district will provide advice, connect authorities, and assist in developing these networks.

To fund the expansion, the district is applying for the maximum grant of €115,000 under the Quartiersimpulse programme. The required 20% co-financing will come from existing staff resources at the Office for Civic Engagement. Officials stress that their role will be primarily supportive, acting as coordinators rather than direct service providers.

The long-term goal is to strengthen mutual care in rural areas. By organising care locally, the district hopes to ensure residents can access support close to home.

If approved, the funding will enable the district to guide all 50 municipalities in establishing local care networks. The initiative follows earlier pilot schemes and seeks to create a sustainable system for older and care-dependent individuals. Implementation is set to begin in early 2026.
