Brandenburg Animal Shelter Faces Permit Review Under Stricter Welfare Rules
The application for a new permit under Section 11 of the German Animal Welfare Act for the animal shelter on CaasmannstraĂe is currently being scrutinised. The city of Brandenburg an der Havel is conducting a thorough review to ensure all regulations are met.
The review process involves assessing the application against the Animal Welfare Act, the Animal Welfare Dog Ordinance, and general administrative regulations. A new permit is required for substantial changes, such as alterations in responsible personnel or structural modifications.
Key documents, including proof of structural and staffing requirements, an up-to-date certificate of good conduct, and evidence of specialised expertise, were only submitted on October 13, 2025. Notably, the city administration had not presented the animal health nurse, Norbert Schulze, by this date to prove the shelter's compliance with animal health care requirements.
The existing permit, granted in 2019, remains valid until a new decision is made. A formal decision will only be issued once the technical assessment is complete and all required documentation has been submitted. An on-site inspection will also be conducted before a final decision is reached. The city aims to conclude the review process promptly while ensuring full legal compliance.
