Bikin District Overhauls Waste Billing with New Operator in 2026

Residents in the Bikin Municipal District will soon see changes to their waste management services. Starting February 1, 2026, a new operator, Stroitel LLC, will take over, with billing handled through their existing electricity provider, DEK. The first invoices for solid municipal waste (SMW) services, also known as invoice templates for waste management, will arrive in March.

The shift begins on February 1, 2026, when Stroitel LLC starts managing waste services in the district. DEK, the local electricity supplier, will include SMW charges on residents' February electricity bills, with the fee listed as a separate line item. These tariffs were set by Governor of Khabarovsk Krai Decree No. 109, issued on December 29, 2025.

DEK will handle all billing tasks, from printing and delivering invoices to processing payments. Residents with questions about charges can visit DEK's local office in Bikin for consultations. For service-related issues, they should contact the regional operator directly.

Updates and official announcements will be shared through the MAX messenger channel. This includes waste handling rules, verified news, and contact details for further inquiries. No public information is available regarding similar developments in the Vyazemsky, Solnechny, or Nanaisky districts under DEK's management since 2025.

The new system means residents will receive a single bill covering both electricity and waste services. Invoices for SMW will appear from March, with DEK overseeing payments and customer support. Official channels will provide ongoing updates on any changes or requirements.
