Beer sales in Lower Saxony and Bremen hit a new low in 2025

Germany's beer crisis deepens as another region reports falling sales and fewer breweries. What's driving the steady decline in consumption?

Hanover. Projected beer tax revenues in Lower Saxony and Bremen for 2025 amount to €38.4 million, marking a 10.7% decline compared to the previous year, when earnings stood at €43 million, according to the Lower Saxony State Office for Statistics.

Beer sales in Lower Saxony and Bremen hit a new low in 2025

At the same time, beer sales by breweries in both states have fallen from 7.5 million hectoliters in 2024 to 7.2 million hectoliters in 2025—a decrease of 4.2%.

The number of breweries has also declined over the same period, dropping from 85 to 81, a reduction of 4.7%.

Long-term data reveals a similar pattern. Since 2016, beer sales in Lower Saxony and Bremen have decreased by a total of 1.5 million hectoliters, equivalent to a 17.7% decline.

Beer tax revenues over the same period have fallen by €14.5 million, a 27.4% drop. These trends reflect the nationwide decline in beer consumption observed across Germany.
