BATFE Reverses Two Key Import Bans, Expanding Options for Law Enforcement and Civilian Training
In a significant shift, the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) has reversed two key bans on imports. The changes, signed into effect by Deputy Director Robert Cekada on June 23, 2025, allow for the importation of 'dual-use' barrels and non-lethal marking rounds for civilian use.
Previously, in 2005, BATFE had restricted the importation of 'dual-use' barrels, which could fire both standard and less-lethal ammunition, under the Gun Control Act's (GCA) restrictions on 'non-sporting' firearms. In 2023, the agency further banned the import of non-lethal marking rounds for consumer sale.
The new rulings, ATF Ruling 2025-1 and Ruling 2025-2, reverse these decisions. They allow the importation of 'dual-use' barrels if there's a sporting firearm configuration for the barrel at the time of import. Similarly, non-lethal marking rounds can now be imported, provided they are designed for use with a training gun or a device using a conversion kit, and are not intended for offensive or defensive combat.
These changes, effective immediately without a public comment period, aim to balance public safety with access to necessary training and sporting equipment. The BATFE's reinterpretation of previous rulings expands options for law enforcement and civilian training, while maintaining restrictions on combat use.
